If there have been no offers on the property don’t be scared to make a lower offer as the owner may be keen to sale. If there have already been offers on the property, then you will have to offer higher in order to secure the property.
If you are a first time buyer make the agent aware of this, as you are not locked in a chain and can complete the sale quickly if you already have a mortgage agreement in principle.
